The “Strict Enforcement” Era
Gone are the days when a work permit was optional. In 2026, the Ministry of Labour and Vocational Training (MLVT) has fully digitized enforcement through the FPCS (Foreigner Present in Cambodia System). If you hold a Business (E-class) Visa, you must hold a work permitβeven if you are self-employed or not currently working.

The 2026 Application Roadmap
Quota Application
Employers must apply for the Foreign Employee Quota through the FWCMS online system. This is the prerequisite for all individual permits.
FPCS Registration
Landlords or employers must register the foreigner in the FPCS app. No FPCS screenshot = No Work Permit renewal.
Medical Check-up
Visit the Department of Occupational Health (or authorized clinics). The physical check involves a blood test and general health screening. Cost: ~$25.
Submission & Payment
Final documents submitted via standard agent or Ministry portal. Official fee is ~$200/year equivalent, but agents charge service fees ($280-$350 total).

Common Questions
What happens if I miss the March 31st deadline?
You will be subject to a fine. The standard penalty is roughly $100 USD (charged in Riel) for late submission. If you delay significantly, you may face issues renewing your visa the following year.
I am retired (ER Visa). Do I need a work permit?
No. If you hold an ER (Retirement) Visa extension, you are exempt from the work permit requirement. However, you cannot legally work in Cambodia on this visa.
Can I do it myself without an agent?
Technically, yes, via the online portal. Practically, no. The system is complex, often in Khmer, and requires specific payment gateways. 95% of expats use an agency to save time and avoid errors.
What is the “10% Quota Rule”?
By law, a company’s workforce can only be 10% foreign. If a company has 10 employees, only 1 can be foreign. Exceptions can be requested for “special skills” but involve extra fees.
