MLVT Instruction 110/23 (28 Dec 2023) clarifies that a self-employed foreigner generally must hold a work permit and employment card, and a foreigner named on a patent tax certificate usually needs a permit too. Applications run through fwcms.mlvt.gov.kh — including a dedicated Self-Employed login. Prakas 366/23 is widely cited as the self-employed framework.
