Cambodia e-Arrival Card 2026: Free Official Form (arrival.gov.kh)
Fill It In Free at arrival.gov.kh Within 7 Days Before You Fly
The Cambodia e-Arrival card is the online arrival form from the General Department of Immigration (GDI). You submit it on arrival.gov.kh or in the GDI app, any time within 7 days before or on arrival. Submission is free. It’s required for air arrivals. At land and sea crossings, check your specific crossing because many still use paper forms. If a website asks you to pay to “process” your e-Arrival, close the tab. It isn’t the official form.
What Is the Cambodia e-Arrival Card?
Cambodia replaced the old paper arrival card and separate declarations with one online submission. It bundles your immigration arrival details (passport, flight, where you’re staying) with the health and customs declarations that used to be handed out on the plane.
The e-Arrival card is not a visa. It tells immigration who’s arriving. Your permission to enter is still a separate thing: an e-Visa, a visa on arrival, or visa-free entry if your passport qualifies. Our Cambodia visa guide covers which one fits you.
The GDI app may also offer a visa-on-arrival step inside the same flow. A Cambodian e-Visa, if you choose one, is a separate application on evisa.gov.kh.
Official Channels Only: Website and App
There are exactly two places to file it. The first is the website arrival.gov.kh. The second is the official “Cambodia e-Arrival” app on the App Store, published for the General Department of Immigration. On Android, search the Play Store for the official “Cambodia e-Arrival” app and check the publisher before you install.
- 1 The address bar shows arrival.gov.kh: a .gov.kh domain, with no extra words or hyphens.
- 2 No payment page appears at any point. The official form is free.
- 3 The app is called “Cambodia e-Arrival” and names the General Department of Immigration in its description.
- 4 You get a confirmation with a QR code / PDF at the end, not an “order number” for a paid service.
How to Fill In the e-Arrival Card, Step by Step
It takes about 10 minutes if you have your documents open. Do it on Wi-Fi before you leave home, not in the boarding queue.
- 1 Start a new submission on arrival.gov.kh or in the app. Choose your arrival type (air for airport arrivals).
- 2 Passport details: name exactly as printed, passport number, nationality, date of birth and expiry. Many apps let you scan the passport page.
- 3 Travel details: arrival date, flight number and the airport you land at.
- 4 Address in Cambodia: hotel name and address for the first nights, or your condo address if you already rent. Use the same address you’ll give your landlord or hotel.
- 5 Health and customs declarations: answer honestly, especially about cash and goods above the allowance shown on the form.
- 6 Review and submit. Check the passport number twice, because it’s the most common typo.
- 7 Save the QR code / PDF. Screenshot it and keep it offline, since airport Wi-Fi can be slow.
Travelling as a family or group? Read the form’s instructions for adding each traveller, and give yourself extra time so every passport gets checked.
Air Arrivals vs Land and Sea Crossings
If you fly in, plan on doing the e-Arrival card. UK government travel advice says it’s required for arrivals by air at Cambodia’s international airports, submitted within 7 days before you travel. That covers the international airports serving Phnom Penh, Siem Reap and Sihanoukville.
Land and sea crossings are different. Not every land border is set up for e-Arrival yet, and the app listing itself warns against using it for land crossings. Many land crossings still hand out paper forms. Check the current situation for your crossing with your embassy’s travel advice or your bus or boat operator before you set off.
e-Arrival vs e-Visa vs Visa on Arrival
| e-Arrival card | e-Visa | Visa on arrival | |
|---|---|---|---|
| What it is | Arrival + health + customs form | Entry permission issued online | Entry permission issued at the border |
| Where | arrival.gov.kh / GDI app | evisa.gov.kh | Airport or border counter (the app may offer a step) |
| Cost | Free | See official site | Pay at the counter in US dollars, see official info |
| Who needs it | Air arrivals (land varies) | Travellers who choose to apply ahead | Eligible passports on arrival |
| Replaces the others? | No | No, you still file e-Arrival | No, you still file e-Arrival |

Scam and Paid-Helper Red Flags
- 1 Lookalike domains that add words like “online”, “apply” or “visa” to the name, or end in .com or .org instead of .gov.kh.
- 2 A fee for the form itself. The official submission is free, so anyone charging for it isn’t official.
- 3 Ads at the top of search results. Scroll past sponsored links and type arrival.gov.kh yourself.
- 4 Copycat apps with a similar icon but a different publisher, or that ask for card details.
- 5 “Guaranteed approval” promises. There’s nothing to approve. The e-Arrival card is a declaration, not an application.
Already paid a helper site? Contact your card provider to dispute it, then file the real form on arrival.gov.kh anyway. The paid site may not have submitted anything.

Frequently Asked Questions
01Is the Cambodia e-Arrival card mandatory?
For air arrivals, yes. Submit it on arrival.gov.kh or in the official GDI app within 7 days before or on arrival. At land and sea crossings, check your crossing, because many still use paper forms.
02Is the e-Arrival card free?
Yes. The General Department of Immigration says submission is free. Any site charging a fee for the form itself is not the official service.
03How early can I submit it?
Within 7 days before your arrival, or on the day you arrive. Doing it 2 or 3 days ahead leaves time to fix typos.
04Should I use the website or the app?
Either works for air arrivals. The website is arrival.gov.kh, and the app is “Cambodia e-Arrival” from the General Department of Immigration. Whichever you use, save the QR code or PDF offline.
05Is the e-Arrival card the same as a visa?
No. It’s an arrival, health and customs declaration. You still need valid entry permission: an e-Visa from evisa.gov.kh, a visa on arrival, or visa-free entry if your passport qualifies.
